(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：政府强制或优先采购节能环保产品、支持中小企业发展、促进残疾人就业、支持监狱和戒毒企业发展及其他法律法规强制性规定或扶持政策。        

(b)Qualification requirements to be met to implement government procurement policies: Government-mandated or preferential procurement of energy-saving and environment-friendly products, support for the development of small and medium-sized enterprises, promotion of employment for disabilities, support for the development of prison and drug rehabilitation enterprises, and other mandatory provisions or preferential policies stipulated by laws and regulations        

(c)本项目的特定资格要求：3.1投标人不得为“信用中国”网站（www.creditchina.gov.cn）中列入失信被执行人和重大税收违法失信主体的供应商，不得为中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的供应商；
3.2单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项 下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
3.3法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
3.4 本项目不接受联合体投标。        

(c)Specific qualification requirements for this program: 3.1 Bidders shall not be suppliers listed as dishonest judgment debtors or major tax law violation dishonest subjects on the "Credit China" websiwww.creditchina.gov.cn), nor shall they be suppliers prohibited by financial departments from participating in government procurement activities and listed in the record of serious illegal and dishonest acts in government procurement a Government Procurement Network (www.ccgp.gov.cn);
3.2 Different suppliers with the same person in charge or with direct controlling or management relationships shall not participate in government procurement acties under the same contract item; suppliers providing overall design, specification compilation, or project management, supervision, testing, and other services for the procurement project shall not participate in other procurement aities of the same procurement project;
3.3 When a branch established by a legal person participates in the bidding under its own name, it shall provide relevant proof material        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
