Brief specification description or basic overview of the project: Design for Class II greening maintenance projects and special rectification projects. The service scope includes the 80-meter waterfront landscape belt of Dishui Lake in Lingang New Area, the urban park belt along the Second Ring Road, Chunhua Qiu Se Park, Dingke Park, Starry Sky, Lu Chao Port Park, Niche Park, and other green spaces, totaling approximately 1,206 hectares, with an annual project cost of around 45 million yuan. This includes the maintenance design of green space facilities such as paving and plants.
合同履约期限：自合同签订之日起三年

2、近三年未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单（重大税收违法失信主体）和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的投标人;
(b)Qualification requirements to be met to implement government procurement policies: 1. Complies with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Bidders who have not been included in the "Credit China" website (www.creditchina. gov.cn) list of dishonest persons subject to enforcement, the list of major tax violation cases (major tax violation dishonest subjects), and the China Government Procurement Network (www.ccgp. gov.cn) list of government procurement serious illegal dishonest behavior records in the past three years;
(c)本项目的特定资格要求：3、具有独立承担民事责任的能力及相应的履约能力；
4、具有工程设计专项资质风景园林工程设计专项资质甲级或工程设计综合资质甲级资质；
5、本项目非专门面向中小企业采购；
6、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
7、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
8、本次招标不接受联合体投标，不允许合同转让与分包。
