简要规格描述或项目基本概况介绍、用途：本项目是按照中国（上海）自由贸易试验区临港新片区管理委员会综合执法大队统一部署和要求，委托一位供应商提供服务，供应商严格遵守各项规章制度，加强服务队伍教育管理，不断完善各项服务工作措施。本项目主要内容涉及对临港新片区（主干道渣土检查点、物流园区、大临设施周边道路、综合社区等等）提供执法辅助工作，具体包括市容环境整治、卡点固守、机动巡查等执法辅助工作，协助政府整治社会治安中的各类问题，协助政府整治城镇运行安全中的各类问题。确保区域内城市市容环境文明整洁、城市运行平稳有序。（具体内容详见第三章服务需求书）
Brief specification description or basic overview of the project: This project is carried out in accordance with the unified deployment and requirements of the Comprehensive Law Enforcement Brigade of the Liangjiang New Area Management Committee of China (Shanghai) Pilot Free Trade Zone. A supplier has been entrusted to provide services. The supplier strictly adheres to all regulations and rules, strengthens the education and management of the service team, and continuously improves various service measures. (For detailed information, please refer to Chapter 3 - Service Requirements.)
合同履约期限：一年（2026年7月1日至2027年6月30日），本项目一次采购三年有效，合同一年一签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。
The Contract Period: For the entire year (from July 1, 2026 to June 30, 2027), this project's one-time purchase is valid for three years. The contract is signed once a year. After the purchaser conducts an assessment and confirms that it is qualified each year, the contract will be renewed for another year, with a maximum duration not exceeding three years.

（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）具备省市级公安部门核发的有效的《保安服务许可证》；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Compliant with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (2) Not included in the lists of "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn) for individuals who have been listed as dishonest executors, major tax violation subjects, or those with serious illegal records in government procurement; (3) Possessing a valid "Security Service License" issued by the provincial or municipal public security department; (4) This project does not allow subcontracting.
